I would personally have your Attorney file it or file it yourself with the court. This would be the only documentation if and when it goes to court for reference. I had to do this with my Ex and then it was used as the "Parenting Plan" because he was to preoccupied or disinterested to file one of his own. He has a new wife and attempted to get custody so he would not have to pay child support. Guess what? The lack of a parenting plan was held against him by the court that was 2 years prior for his disinterest. The court is actually watching when you don't think they are..Good Luck and file everything they ask.. If he continues being so difficult you can restrict visitation usually by requesting a Psychological Family Evaluation to show that his influence is a negative influence on the children. .. Good Luck in the future-child custody battles are not fun...

I guess I don't understand what you filed? If you gave the court a copy of the proposed agreement, but neither of you have signed it, it isn't valid. Did you request a custody modification hearing? The court won't DO anything unless you make a formal motion.

Either way, it is obvious that your ex is not going to cooperation - hey, you tried. File a motion to request a custody modification hearing. The court will notify him of the date. Although the court might continue a hearing if there is not service (proof he was notified), eventually you will have a hearing. Good Luck!
